
Dubai’s Off-Plan Market Holds Its Lead as 2025 Draws to a Close
December reporting puts off-plan homes at around 70 per cent of Dubai’s November residential sales, keeping new developments central to the market conversation.
Off-plan property remains a major part of Dubai’s residential market as the year draws to a close. Khaleej Times reported on 11 December 2025 that off-plan homes represented approximately 70 per cent of November’s residential transactions, citing Betterhomes data.
Off-Plan Homes Lead the Latest Residential Figures
The report recorded 17,812 residential sales worth AED 46 billion in November. Around 12,429 were off-plan transactions, while 5,383 involved secondary homes. These are November figures reported in December, rather than a completed picture of December trading.
For the industry, that split keeps attention on the relationship between new supply and existing homes. A purchase during development and a purchase in an established building offer different timelines, information and opportunities to assess the finished living environment.
Look Beyond a Market-Wide Percentage
A strong share of sales does not make every off-plan project interchangeable. The useful comparison starts with the individual home: its layout, outlook, specification and expected handover. Payment milestones and the surrounding district also shape how a property fits a buyer’s plans.
Our view is that clear project information should sit alongside market coverage. A headline can explain the direction of activity, but a floor plan and a dated construction update answer much more specific questions about the property being considered.
