Dubai Turns to Digital Twins to Improve Property Data and Urban Planning

Dubai Municipality and DLD plan a digital city model and unified building platform to improve property data and support smarter urban planning.

Understanding how a city grows depends on having clear and accurate information. Dubai is now bringing more of that information together through a digital partnership between Dubai Municipality and Dubai Land Department.

Announced during GITEX Global 2025, the partnership brings the two government entities together across urban planning, property data and smart city management. According to the official announcement from the Government of Dubai Media Office, the initiative includes a Digital Twin project and a Smart Buildings platform.

The Digital Twin project aims to create a comprehensive virtual model of Dubai using connected geographical and time-based data. This model is intended to give government teams a clearer view of the city and help them manage infrastructure and urban projects more efficiently.

The partnership also includes the Smart Buildings platform, planned as a unified and continuously updated source of information about buildings across Dubai. The platform will include details such as floors, areas, building uses and economic activities.

Together, these initiatives show how property technology in Dubai is becoming part of smart urban planning. More accurate building and location data can help government entities, developers and investors understand how different areas are planned, used and connected. This may lead to better-informed decisions about development, infrastructure and property management.

Digital tools, however, do not replace wider property research. Decisions still depend on location, infrastructure, available supply, project quality and individual goals. Better data can make the picture clearer, but it does not guarantee a particular investment result or future property value.
